Montenegro's mobile phone penetration rate rose to 208.69 per cent at the end of December 2009, according to the latest data from Montenegro's Agency for Telecommunications.

The three mobile operators in the country with a population of 620,000 reported that number of mobile phone users reached 1.29 million. 

Out of the total users, 986,140 are pre-paid users, while 308,027 are post-paid. Montenegro's leading GSM operator, ProMonte, owned by Norway's biggest telecommunications group Telenor, is the market leader with 480,871 users (37.16%), T-Mobile had 474,583 (36.67%) and M:tel 338,713 users (26.17%).

During December 2009, a total of 111.16 million texts were sent, with M:tel users sending the most (47.70 million).
